<p>SA2 2023 is the first major update of the geography since it was first created in 2018. The update is to ensure SA2s are relevant and meet criteria before each five-yearly population and dwelling census. SA2 2023 contains 135 new SA2s. Updates were made to reflect real world change of population and dwelling growth mainly in urban areas, and to make some improvements to their delineation of communities of interest.</p>

<p><strong>Description</strong></p>
<p>This dataset is the definitive version of the annually released statistical area 2 (SA2) boundaries as at 1 January 2023 as defined by Stats NZ. This version contains 2,395 SA2s (2,379 digitised and 16 with empty or null geometries (non-digitised)).</p>
<p></p>
<p>SA2 is an output geography that provides higher aggregations of population data than can be provided at the statistical area 1 (SA1) level. The SA2 geography aims to reflect communities that interact together socially and economically. In populated areas, SA2s generally contain similar sized populations.</p>
<p></p>
<p>The SA2 should:</p>
<p>form a contiguous cluster of one or more SA1s,</p>
<p>excluding exceptions below, allow the release of multivariate statistics with minimal data suppression,</p>
<p>capture a similar type of area, such as a high-density urban area, farmland, wilderness area, and water area,</p>
<p>be socially homogeneous and capture a community of interest. It may have, for example:</p>

<p>SA2s in urban areas where there is significant business and industrial activity, for example ports, airports, industrial, commercial, and retail areas, often have fewer than 1,000 residents. These SA2s are useful for analysing business demographics, labour markets, and commuting patterns.</p>

<p>In rural areas, some SA2s have fewer than 1,000 residents because they are in conservation areas or contain sparse populations that cover a large area.</p>

<p>To minimise suppression of population data, small islands with zero or low populations close to the mainland, and marinas are generally included in their adjacent land-based SA2.</p>

<p><strong>Zero or nominal population SA2s</strong></p>
<p>To ensure that the SA2 geography covers all of New Zealand and aligns with New Zealand’s topography and local government boundaries, some SA2s have zero or nominal populations. These include:</p>
<p></p>
<ul>
<li>SA2s where territorial authority boundaries straddle regional council boundaries. These SA2s each have fewer than 200 residents and are: Arahiwi, Tiroa, Rangataiki, Kaimanawa, Taharua, Te More, Ngamatea, Whangamomona, and Mara. </li>
<li>SA2s created for single islands or groups of islands that are some distance from the mainland or to separate large unpopulated islands from urban areas </li>
<li>SA2s that represent inland water, inlets or oceanic areas including: inland lakes larger than 50 square kilometres, harbours larger than 40 square kilometres, major ports, other non-contiguous inlets and harbours defined by territorial authority, and contiguous oceanic areas defined by regional council. </li>

<p><strong>SA2 numbering and naming</strong></p>
<p>Each SA2 is a single geographic entity with a name and a numeric code. The name refers to a geographic feature or a recognised place name or suburb. In some instances where place names are the same or very similar, the SA2s are differentiated by their territorial authority name, for example, Gladstone (Carterton District) and Gladstone (Invercargill City).</p>
<p></p>
<p>SA2 codes have six digits. North Island SA2 codes start with a 1 or 2, South Island SA2 codes start with a 3 and non-digitised SA2 codes start with a 4. They are numbered approximately north to south within their respective territorial authorities. To ensure the north–south code pattern is maintained, the SA2 codes were given 00 for the last two digits when the geography was created in 2018. When SA2 names or boundaries change only the last two digits of the code will change.</p>

SA2 is a new output geography that provides higher aggregations of population data than can be provided at the statistical area 1 (SA1) level. SA2s are defined at meshblock and SA1 levels. </p>
<p>Digital boundary data became freely available on 1 July 2007. This generalised version has been simplified for rapid drawing and is designed for thematic or web mapping purposes. </p>

<p><strong>Business demography statistics</strong> </p>
<p>Business demography statistics provide an annual snapshot (as at February) of the structure and characteristics of New Zealand businesses. Statistics produced include counts of enterprises and geographic units by industry, geography such as region or statistical area 2 (SA2), institutional sector, business type, degree of overseas ownership, enterprise births, enterprise deaths, survival rate of enterprises and employment levels. </p>
<p>The series covers economically significant private-sector and public-sector enterprises that are engaged in the production of goods and services in New Zealand. These enterprises are maintained on the Statistics NZ Business Register (BR), which generally includes all employing units and those enterprises with GST turnover greater than $30,000 per year. </p>

<p><strong>Statistical geography</strong> </p>
<p>This dataset provides data for the SA2 geography (SA22020_V1_00). Names are provided with and without tohutō/macrons. The name field without macrons is suffixed ‘ascii’. Data for earlier years is available in <a href="http://nzdotstat.stats.govt.nz/wbos/index.aspx?_ga=2.114949775.985418036.1616357710-330676928.1610564998">NZ.Stat</a>– see Geographic units by industry and statistical area 2000-2020. </p>

<p><strong>Geographic units</strong> </p>
<p>The geographic unit represents a business location engaged in one, or predominantly one, kind of economic activity at a single physical site or base (e.g. a factory, a farm, a shop, an office). Geographic units are unique to enterprises and an enterprise unit can have one or many geographic units (business locations). Typically, an enterprise unit only has a single geographic unit, unless the enterprise has paid employees who permanently work at more than one location. Geographic units can be transferred between enterprises (e.g. enterprise B purchases a factory (a geographic unit on the BR) as a going concern from enterprise A). </p>

<p><strong>Employee count data</strong> </p>
<p>Employee counts (ECs) are sourced from the Inland Revenue employer monthly schedule (EMS) tax form. </p>

<p><strong>Industry</strong> </p>
<p>The Australian and New Zealand Standard Industrial Classification (ANZSIC) 2006 is used to compile Business Demography statistics. The classification can be viewed and downloaded from <a href="http://aria.stats.govt.nz/aria/#ClassificationView:uri=http://stats.govt.nz/cms/ClassificationVersion/CARS5587">Ariā</a>. </p>

<p>We recommend caution when using fine-level regional and industry business demography data. The Business Register (BR) supports quality national-level and aggregate industry-level statistics but is not designed to provide quality fine-level regional or industry statistics. The BR update sources can have timing lags and less robust information for small and medium-sized enterprises. These quality weaknesses can be highlighted in fine-level business demography statistics. </p>

<p>This 2018 Census commuter view dataset is displayed by statistical area 2 geography and contains from-to (journey) on an individual’s usual residence and educational institution address* by main means of travel to education. </p>
<p>*Educational institution address is coded from information supplied by respondents about where they study. Where respondents do not supply sufficient information, their responses are coded to ‘not further defined’. The 2018 Census commuter view datasets excludes these ‘not further defined’ areas, as such the sum of the counts for each region in this dataset may not be equal to the total census usually resident population count who are studying (part time or full time) for that region. </p>

<p><strong>About the estimated resident population</strong></p>
<p>The estimated resident population at 30 June in the census year is based on the census usually resident population count, with updates for:</p>
<p>· net census undercount (as measured by a post-enumeration survey)</p>
<p>· residents temporarily overseas on census night</p>
<p>· births, deaths and net migration between census night and 30 June</p>
<p>· reconciliation with demographic estimates at the youngest ages.</p>
<p>The estimated resident population is not directly comparable with the census usually resident population count because of these adjustments.</p>

<p><strong>Ethnic groups</strong></p>
<p>It is important to note that these ethnic groups are not mutually exclusive because people can and do identify with more than one ethnicity. People who identify with more than one ethnicity have been included in each ethnic group.</p>
<p>The 'Māori', 'Pacific', 'Asian' and 'Middle Eastern/Latin American/African' ethnic groups are defined in level 1 of the <a href="http://aria.stats.govt.nz/aria/#ClassificationView:uri=http://stats.govt.nz/cms/ClassificationVersion/CARS5481">Ethnicity New Zealand Standard Classification 2005</a>. The estimates for the 'European or Other (including New Zealander)' group include people who belong to the 'European' or 'Other ethnicity' groups defined in level 1 of the standard classification. If a person belongs to both the 'European' and 'Other ethnicity' groups they have only been counted once. Almost all people in the 'Other ethnicity' group belong to the 'New Zealander' sub-group.</p>

<p><strong>Time series</strong></p>
<p>This time series is irregular. Because the 2011 Census was cancelled after the Canterbury earthquake on 22 February 2011, the gap between the 2006-base and 2013-base estimated resident population is seven years. The change in data between 2006 and 2013 may be greater than in the usual five-year gap between censuses. Be careful when comparing trends.</p>

The centroid is a useful way of summarizing the location of a set of polygons as points, particularly when used for comparative analysis. Note that the centroid could potentially fall outside the SA2 polygon, depending on the shape of the polygon. <p>This statistical area 2 higher geographies file is a correspondence, or concordance, which relates SA2s to larger geographic areas or 'higher geographies'. The higher geographies contained in this concordance are: territorial authority (TA) and regional council (REGC). </p>
<p>Statistical area 2 was created as part of the Statistical Standard for Geographic Areas 2018 (SSGA18) which replaces the 1992 New Zealand Standard Areas Classification (NZSAC92). The statistical standard for geographic areas is to be used from 2018 (SSGA18). It defines the Stats NZ input and output geographic classifications and describes their primary purposes, and sets out requirements and guidelines for the creation and maintenance of statistical geographies. </p>
<p>Statistical area 2 (SA2) provides higher aggregations of population data than can be provided at the statistical area 1 (SA1) level. The SA2 geography aims to reflect communities that interact together socially and economically. In populated areas, SA2s generally contain similar sized populations. </p>

<p>SA2s were introduced as part of the <a href="http://archive.stats.govt.nz/methods/classifications-and-standards/classification-related-stats-standards/geographic-areas.aspx">Statistical Standard for Geographic Areas 2018</a> (SSGA2018) which replaced he New Zealand Standard Areas Classification (NZSAC1992). The SA2 geography replaces the (NZSAC1992) area unit geography. This version contains 2,173 SA2s. </p>
<p>SA2 is an output geography that provides higher aggregations of population data than can be provided at the statistical area 1 (SA1) level. The SA2 geography aims to reflect communities that interact together socially and economically. In populated areas, SA2s generally contain similar sized populations. </p>
<p>SA2s are built from SA1s and either define or aggregate to define urban rural areas, territorial authorities, and regional councils. SA2s in city council areas generally have a population of 2,000–4,000 residents while SA2s in district council areas generally have a population of 1,000–3,000 residents. In rural areas, many SA2s have fewer than 1,000 residents because they are in conservation areas or contain sparse populations that cover a large area. </p>
<p>Names are provided with and without tohutō/macrons. The name field without macrons is suffixed ‘ascii’. </p>
<p>This generalised version has been simplified for rapid drawing and is designed for thematic or web mapping purposes. </p>
<p>Digital boundary data became freely available on 1 July 2007.</p>

<p>The 2018 Census commuter view dataset contains the employed census usually resident population count aged 15 years and over by statistical area 2 for the main means of travel to work variable from the 2018 Census. The geography corresponds to 2018 boundaries.</p>
<p>This dataset is the base data for the ‘There and back again: our daily commute’ competition.</p>
<p>This 2018 Census commuter view dataset is displayed by statistical area 2 geography and contains from-to (journey) information on an individual's usual residence and workplace address* by main means of travel to work.</p>
<p>* Workplace address is coded from information supplied by respondents about their workplaces. Where respondents do not supply sufficient information, their responses are coded to ‘not further defined’. The 2018 Census commuter view datasets <strong>excludes</strong> these <strong>‘not further defined’</strong> areas, as such the sum of the counts for each region in this dataset may not be equal to the total employed census usually resident population count aged 15 years and over for that region.</p>
<p>It is recommended that this dataset be downloaded as either a CSV or a file geodatabase.</p>

Values of -999 indicate suppressed data.</p>

<p>The 2013 Census usually resident population count, household, and occupied dwellings (private and non-private) data has been rebased to the 2018 meshblock geography and is shown according to the new statistical geographies and urban rural classification developed as a result of the Statistical Standard for Geographic Areas 2018 (SSGA18) review. The data is experimental and is provided as a guide to understanding the impact of the new geographic boundaries on the previous census counts.<br>
Note: This data has been randomly rounded to protect confidentiality. Individual figures may not add up to totals, and values for the same data may vary in different tables.<br>

<p>This dataset contains census usually resident population counts from the 2006, 2013, and 2018 Censuses by statistical area 2. It contains counts by age groups for the 2006, 2013, and 2018 Censuses, and percentage changes between the 2013 and 2018 Censuses. </p>
<p>The life cycle age groups are: under 15 years, 15 to 29 years, 30 to 64 years, and 65 years and over. </p>
<p>These statistical area 2 boundaries extend to the 12 mile limit and are as at 1 January 2018, for further information see <a href="https://datafinder.stats.govt.nz/layer/92212-statistical-area-2-2018-generalised/">Statistical Area 2 2018 (generalised)</a>. </p>

<p>Note that the centroid could potentially fall outside the SA2 polygon, depending on the shape of the polygon. The dataset contains the EASTING and NORTHING attributes of the centroid point in NZGD2000 New Zealand Transverse Mercator (EPSG:2193) and LATITUDE and LONGITUDE of the centroid point in decimal degrees in WGS1984 (EPSG:4326) projection.</p>
