<p>This dataset contains occupied and unoccupied private dwelling counts from the 2006, 2013, and 2018 Censuses, with percentage changes between the 2013 2018 Censuses, by territorial authority and Auckland local board areas.</p>
<p>These territorial authority and Auckland local board area boundaries extend to the 12 mile limit and are as at 1 January 2018, for further information see <a href="https://datafinder.stats.govt.nz/layer/103910-territorial-authority-local-board-2018-generalised/">Territorial Authority Local Board 2018 (generalised)</a>.</p>
<p>This data uses fixed random rounding to protect confidentiality, for further information see <a href="https://www.stats.govt.nz/methods/applying-confidentiality-rules-to-2018-census-data-and-summary-of-changes-since-2013">2018 confidentiality rules</a>.</p>
<p>Note: the 2018 Census counted fewer dwellings in the Marlborough district than existed at census time. This was mainly in the Marlborough Sounds. If you intend to use dwelling counts at this geography, please contact <a href="mailto:info@stats.govt.nz">info@stats.govt.nz</a> for more information.</p>

<p>This dataset is the definitive set of local board boundaries for Auckland and territorial authority boundaries for the rest of New Zealand for 2018 as defined by Statistics New Zealand, as at 1 January 2018. This version contains 21 local boards in the Auckland Council. </p>
<p>Local boards fall within the community board classification.Local boards were introduced as part of the new local government arrangements for Auckland in 2010. Local boards share governance with a council’s governing body and each has complementary responsibilities, guaranteed by legislation. Local boards can propose bylaws and they gather community views on local and regional matters. Local legislation enacted in 2012 allows for the establishment of local boards in areas of new unitary authorities that are predominantly urban and have a population of more than 400,000. The boundaries of local boards cannot be abolished or changed except through a reorganisation process.</p>

<p>This dataset is derived from the definitive versions of the annually released local boards for Auckland and territorial authorities for the rest of New Zealand, as defined by the territorial authorities and/or Local Government Commission and maintained by Stats NZ (the custodian). This version contains 21 local boards in the Auckland Council and 66 territorial authority boundaries for the rest New Zealand.</p>
<p>For statistical outputs that use territorial authorities to aggregate and report data Auckland Council is treated as a single geographic entity. This can hide meaningful patterns and trends for a significant portion of the population. A solution was to create a new classification of territorial authorities that includes the local boards for Auckland. The Auckland Council was established in 2010 under the Local Government (Tamaki Makaurau Reorganisation) Act 2009. Seven territorial authorities within the Auckland Region were abolished and replaced by the unitary authority Auckland Council. Local boards fall within the community board classification.</p>
<p>Names are provided with and without tohutō/macrons. The name field without macrons is suffixed ‘ascii’.</p>
<p>This generalised version has been simplified for rapid drawing and is designed for thematic or web mapping purposes.</p>
<p>Digital boundary data became freely available on 1 July 2007.</p>

<p>This dataset is the proportion of people in the 2018 Census dataset and data sources used to count them by territorial authority / local board (TALB) geography. Coverage compares the proportion of people counted in the census with the number of people that should have been counted on census night. It is usually expressed as a percentage. We are using interim coverage at this time, with the official post-enumeration survey (PES) coverage rates for the 2018 Census being published by March 2020. The dataset shows that whilst there is variation across territorial authority / local board areas in the proportions of people we counted (from 96.3 to >100%), the interim coverage rates for local areas are generally very high. </p>
<p>Understanding how we counted people will help you to use the census dataset because it provides more information about the data sources used and the composition of the data in terms of the proportion of: </p>

<p>census individual forms received. </p>
</li>
<li>
<p>partial census form responses (via the paper dwelling form or online household summary form but did not receive an individual form for the person). </p>
</li>
<li>
<p>admin enumerations (the use of administrative data to add people to the usually resident census population when a census response has not been received). </p>
</li>
</ol>
<p>The higher the proportion of census forms received, the more robust the characteristic data, for example income, occupation, will be within the dataset for variables. This is especially the case where characteristic information cannot be provided from alternative sources such as historic census data, administrative data or imputation. </p>

<p>This dataset contains census usually resident population counts from the 2006, 2013, and 2018 Censuses by territorial authority and Auckland local board areas. It contains counts by age group for the 2006, 2013, and 2018 Censuses, and percentage changes between the 2013 and 2018 Censuses. </p>
<p>The life-cycle age groups are: under 15 years, 15 to 29 years, 30 to 64 years, and 65 years and over. </p>
