<p>**Territorial authorities **</p>
<p>Territorial Authority Local Board (TALB) is a derived classification. TALB is derived from the definitive version of the annually released local boards for Auckland and territorial authorities for the rest of New Zealand as at 1 January 2023, as defined by the territorial authorities and/or Local Government Commission and maintained by Stats NZ (the custodian). This version contains 21 local boards in the Auckland Council and 66 territorial authority boundaries for the rest New Zealand.</p>

<p>Territorial authorities are the second tier of local government in New Zealand, below regional councils. They are defined under schedule 2, part 1 of the Local Government Act 2002 as city councils or district councils. Territorial authorities were established in 1989 when 205 territorial local authorities were replaced by 75 territorial authorities. Territorial boundaries must coincide with meshblock boundaries under schedule 3, clause 17 of the Local Government Act 2002. </p>

<p><strong>Local boards</strong></p>
<p>Local boards share governance with a council’s governing body and each has complementary responsibilities, guaranteed by legislation. Local boards can propose bylaws and they gather community views on local and regional matters. Legislation enacted in 2012 allows for the establishment of local boards in areas of new unitary authorities that are predominantly urban and have a population of more than 400,000. The boundaries of local boards cannot be abolished or changed except through a reorganisation process. If new local boards are created they will be incorporated into this classification.</p>

<p>Local boards are defined at meshblock level. Stats NZ must be consulted if there is a proposed boundary change that does not align with the meshblock pattern. Local boards do not coincide with the statistical area 1 (SA1) or statistical area 2 (SA2) geographies. </p>

<p>For statistical outputs that use territorial authorities to aggregate and report data Auckland Council is treated as a single geographic entity, whereas previously data was provided for the seven territorial authorities. Presenting data for this single territorial authority hides meaningful patterns and trends for a significant portion of the population. A solution was to create a new classification of territorial authorities that includes the local boards for Auckland. </p>

<p>TALB is a flat classification. Each category has a unique five-digit code. <p>This dataset contains occupied and unoccupied private dwelling counts from the 2006, 2013, and 2018 Censuses, with percentage changes between the 2013 2018 Censuses, by territorial authority and Auckland local board areas.</p>

<p>Note: the 2018 Census counted fewer dwellings in the Marlborough district than existed at census time. This was mainly in the Marlborough Sounds. <p><strong>About the estimated resident population</strong></p>
<p>The estimated resident population at 30 June in the census year is based on the census usually resident population count, with updates for:</p>
<p>· net census undercount (as measured by a post-enumeration survey)</p>
<p>· residents temporarily overseas on census night</p>
<p>· births, deaths and net migration between census night and 30 June</p>
<p>· reconciliation with demographic estimates at the youngest ages.</p>
<p>The estimated resident population is not directly comparable with the census usually resident population count because of these adjustments.</p>

<p><strong>Ethnic groups</strong></p>
<p>It is important to note that these ethnic groups are not mutually exclusive because people can and do identify with more than one ethnicity. People who identify with more than one ethnicity have been included in each ethnic group.</p>
<p>The 'Māori', 'Pacific', 'Asian' and 'Middle Eastern/Latin American/African' ethnic groups are defined in level 1 of the <a href="http://aria.stats.govt.nz/aria/#ClassificationView:uri=http://stats.govt.nz/cms/ClassificationVersion/CARS5481">Ethnicity New Zealand Standard Classification 2005</a>. The estimates for the 'European or Other (including New Zealander)' group include people who belong to the 'European' or 'Other ethnicity' groups defined in level 1 of the standard classification. If a person belongs to both the 'European' and 'Other ethnicity' groups they have only been counted once. Almost all people in the 'Other ethnicity' group belong to the 'New Zealander' sub-group.</p>

<p><strong>Time series</strong></p>
<p>This time series is irregular. Because the 2011 Census was cancelled after the Canterbury earthquake on 22 February 2011, the gap between the 2006-base and 2013-base estimated resident population is seven years. The change in data between 2006 and 2013 may be greater than in the usual five-year gap between censuses. Be careful when comparing trends.</p>

<p>This dataset is a derived from the definitive version of the annually released local boards for Auckland and territorial authorities for the rest of New Zealand, as defined by the territorial authorities and/or Local Government Commission and maintained by Stats NZ(the custodian). This version contains 21 local boards in the Auckland Council and 66 territorial authority boundaries for the rest New Zealand. </p>
<p>For statistical outputs that use territorial authorities to aggregate and report data Auckland Council is treated as a single geographic entity. This can hide meaningful patterns and trends for a significant portion of the population. A solution was to create a new classification of territorial authorities that includes the local boards for Auckland. The Auckland Council was established in 2010 under the Local Government (Tamaki Makaurau Reorganisation) Act 2009. Seven territorial authorities within the Auckland Region were abolished and replaced by the unitary authority Auckland Council. Local boards fall within the community board classification. </p>
<p>Names are provided with and without tohutō/macrons. The name field without macrons is suffixed ‘ascii’. </p>
<p>This generalised version has been simplified for rapid drawing and is designed for thematic or web mapping purposes. </p>
<p>Digital boundary data became freely available on 1 July 2007.</p>

<p>This dataset contains census usually resident population counts from the 2006, 2013, and 2018 Censuses by territorial authority and Auckland local board areas. It contains counts by age group for the 2006, 2013, and 2018 Censuses, and percentage changes between the 2013 and 2018 Censuses. </p>
<p>The life-cycle age groups are: under 15 years, 15 to 29 years, 30 to 64 years, and 65 years and over. </p>
<p>These territorial authority and local board area boundaries extend to the 12 mile limit and are as at 1 January 2018, for further information see <a href="https://datafinder.stats.govt.nz/layer/103910-territorial-authority-local-board-2018-generalised/">Territorial Authority Local Board 2018 (generalised)</a>. </p>

<p>In New Zealand, internal migration is typically the most difficult component of net migration’s contribution to subnational population change to measure. Internal migrants are not required to register their moves with any agency. The five-yearly census of population and dwellings has included a question on “usual residence five years ago” since 1971, which has been the authoritative data source for measuring internal migration. However, the infrequency of the collection (every five years), and the ‘snapshot’ nature of a transition-based measure are significant limitations. Other measures of annual subnational population change, such as the Treasury’s Insights tool, provide estimates of internal migration flows between TAs by using linked administrative data. Their approach identifies a set of decision rules for assigning location to individuals, based on a quality assessment of a wide range of address sources in the IDI (Where we come from, where we go). The TA location transitions provide the basis for deriving statistics of annual internal migration as demonstrated by the Insights tool. The data published with this report is the first series we’ve created by estimating all internal migration flows using a movement-based approach. From individuals’ unique address notification histories in key data sources, the paired origin and destination locations defined individuals’ movements. Traditionally, we combined change of address data from a range of administrative sources with other information on international migration to produce estimates of net migration for broad subnational areas. Now, we can derive direct estimates of movements from address histories from the anonymised unit record information of address notifications in the IDI. This gives a better understanding of people’s movements within New Zealand. Internal migration information is of great interest to local and central government, businesses, and communities. Churn and turnover of populations at local area level is one of the contributors of subnational population change, in both size and characteristics. </p>

This clipped version has been created for map creation/cartographic purposes and may not fully represent the official full extent boundaries. Subdivisions are set up under the Local Government Act 2002 and Local Electoral Act 2001. A subdivision is a division of a community or local board area for electoral purposes. Subdivisions are defined at meshblock level and nest within community or local boards. </p>

<p>A pseudo-geographic representation of New Zealand's Territorial Authority administrative areas that gives each area an equal visual weighting. This dataset helps map users visualise data for areas irrespective of their geographic size. In traditional geographic maps, small areas can be overshadowed by larger areas even if their values are equivalent. </p>
<p>Each hexagon represents a Territorial Authority or Auckland Local Board. All Territorial Authority Local Board (TALB) hexagons are the same size irrespective of the geographic size of the TALB. A TALB's hexagon is placed in a position which approximates its actual geographic location in relation to its neighbouring TALBs. In this cartogram the Auckland local boards have been separated from the rest of the country. </p>
<p>TALB is a combined classification of territorial authorities for New Zealand and local boards for Auckland Council. The TALB hexagon cartogram uses TALB2013_V1_00, the definitive set of territorial authority and local board boundaries for 2013 as defined by Stats NZ, as at 1 January 2013. This version contains 21 local boards in the Auckland Council.</p>
